GPOA Board Of Directors and GPOA Members Review  Annual Budget
    Approximately 23 Association and Board members showed up to the October 16th meeting and annual budget   review at the community center.   The growing expenses highlighted in recent newsletters helped to heighten interest among members.  Carol Wilson, GPOA president, guided the membership through the budget item by item.  Many ideas and discussions made the meeting a very productive one.  Several Board members commented that this was the largest attendance they had seen at a budget review in quite a long time. 
    The goal was a balanced budget and Carol held everyone to it.  She insured we all stayed on track and by the end of the meeting the tentative budget was balanced.  Many suggestions for saving money came up that we will continue to explore.  One member offered to look into finding a better deal for our landscaping contract.  Two other issues received quite a bit of attention due to their costs and will be reviewed and voted on at the Annual Association Meeting on February 19th.  Those two issues are the costs of the newsletter and the cost of partially subsidizing the Guilbeau Gators Swim Team.
    The good news is that even if the items above are not changed we will NOT have to raise dues.  With everyone's hard work the Guilbeau Park 2004 budget is in balance.  Thanks to everyone who attended.  Now plan on attending the February meeting to follow up on your hard work.
News You Can Use: City Bond Issues To Be Voted on November 4th
San Antonians will have the opportunity to vote on November 4, 2003 on a $115 million bond issue comprised of five individual propositions. These bond propositions, which WILL NOT REQUIRE A TAX INCREASE, include 113 projects throughout San Antonio that will improve streets, drainage, libraries, parks and public health and safety facilities. Sale of bonds and construction of approved projects will occur over three years according to the following schedule:

Proposition 1 Streets and Pedestrian Improvements (30 Projects): Authorizes the City of San Antonio to issue and sell general obligation bonds in the principal amount of $29,398,217 to construct street and pedestrian improvements, including drainage and amenities, street lighting, technology improvements and signage, and to acquire lands and rights-of-way necessary for such purposes.
Proposition 2 Drainage Improvements (13 projects): Authorizes the City of San Antonio to issue and sell general obligation bonds in the principal amount of $18,912,770 to construct facilities for the removal of, and the protection from, harmful excesses of water and to acquire lands and rights-of-way necessary for such purposes.
Proposition 3 Library Improvements (12 projects): Authorizes the City of San Antonio to issue and sell general obligation bonds in the principal amount of $3,965,000 to acquire, construct, improve, renovate, and equip library facilities and acquire lands and rights-of-way necessary for such purposes.
Proposition 4 Parks and Recreation Improvements (54 projects): Authorizes the City of San Antonio to issue and sell general obligation bonds in the principal amount of $27,224,013 to acquire, construct, equip park, cultural, and recreation facilities and improvements, make park additions and acquire lands and rights-of-way necessary for such purposes.
Proposition 5 Public Health and Safety Improvements (4 projects): Authorizes the City of San Antonio to issue and sell general obligation bonds in the principal amount of $35,500,000 to acquire, construct, improve, renovate, and equip public health and safety facilities and to acquire lands and rights-of-way necessary for such purposes.
